Harvey and Elsie Giffen was Norma Jeane's foster parents who knew Gladys Baker from the studios. The Giffens took Norma Jeane to the photographers and had this photo taken while she was staying with them. From Norma Jeane's notes on the back, the picture was taken in 1935.
